Emerging Trump Doctrine Identifies Europe's Core Issue: A Supposed Lack of Xenophobia?

During his initial presidency, analysts frequently advised that Donald Trump's remarks should be interpreted earnestly instead of literally. However, subsequent events indicate that that formula could have reversed the logic.

An emergent U.S. National Security Strategy alongside multiple statements from administration officials, presidential allies, and the former president have precipitated what could be one of the most severe challenges for transatlantic unity, the security framework that has underpinned peace and democracy in Europe since 1945.

From Burden-Sharing to Cultural Anxiety

Whereas Trump's earlier complaint focused on Europe's alleged failure to pay for its own security, his rhetoric has now embraced a significantly more disturbing outlook.

Colored by racism and a deep-seated disdain for Europe's governing bodies and officials, he has spoken about the risk of societal collapse on a continent he has rarely visited and mostly seen from the interior of a luxury vehicle.

"A lengthy discussion devoid of a consistent philosophy is nevertheless replete with another element: the confused fear of an ageing white man confronted with demographic shifts."

This paranoid Maga perspective, which has already influenced contentious American border and law enforcement approaches, is now clearly to be informing the administration's prism of Europe.

A Xenophobic Thesis

According to this logic, immigration from developing nations leads to a weakening of European countries, rendering them "feeble" under "stupid" leadership and setting the stage for their eventual decline. This is an openly racist theory, with the president's allies explicitly endorsing nationalist movements across Europe.

While the broader theme of Trump's racial rhetoric is familiar, its meaning for European security are essential to grasp.

For Trump and his adherents—a group that includes billionaire Elon Musk, who has called for the breakup of the EU—all statecraft is fundamentally a deal. However, while the previous argument was about financial fairness, the current assertion is that a declining Europe is undeserving because of its embrace of diversity.

Weakening from Within

In his interview, Trump himself connects these ideas in a kind of wish-fulfillment exercise. He acknowledges that Russia's Vladimir Putin wants a divided Europe. Trump then declares Europe to be weak, and in exposing the rifts in Washington and European capitals, he objectively helps Putin by further weakening European unity—while simultaneously denying any responsibility.

This dynamic is unfolding at possibly the most critical moment for Europe since WWII, with a brutal conflict in Ukraine and rising Russian-hostile actions elsewhere on the continent.

While Europe draw closer to Kyiv facing continuing warnings of American abandonment, the peril is that Trump has constructed a rationale for ignoring his allies.

The European Response

This situation requires a robust reaction from European leadership. While some leaders, including German Chancellor Friedrich Merz, have been blunt in their pushback, others—like the office of UK Prime Minister Keir Starmer—have continued with a strategy of seeking to placate the U.S. administration.

Recently, a Downing Street spokesperson refused to criticize the president's remarks about Europe or his renewed attack on the mayor of London.

They said, "He enjoys a productive partnership with the American leader and a good working relationship with the Mayor of London, and is committed to cooperating with each to deliver stronger results for the British public."

The stark reality is that the president intends what he says and says what he means repeatedly. It is past time to abandon the pretense that things are different.
